People who get their suggestions accepted all receive gold when that month ends. For example, if you make a suggestion that gets accepted in June, you will get your gold payout in the start of July.

Yes it should, otherwise you won't get any gold, because everyone can make a suggestion (even if it gets denied) but making a suggestion which can get accpeted isn't something everyone can do
