Totems are so rare

Why we cant get totems from raid. I made 1 tier and 2 and 5 tier but still Evokers dont spawn in the raid. Why must it be so rare item

Nah its possible to get evokers to spawn in vannila minecraft in easy difficulty its either a bug or a plugins is preventing evokers from spawning (pika devs brains workin wierd ways so dont ask me why if its intentional PS:im mad cuz i spent 4 hours making a raid farm :( )
