at phase 28 u get some enchanted books without enchants whats the use of them?

It's usually a visual bug or an empty custom enchant base template.

Try holding the book in your hand and typing /iteminfo in chat to see if there is a hidden enchant attached to it that your client isn't rendering. If it has an enchant on it, you can apply it directly to your armor or tool by picking up the book in your inventory GUI and Left-Clicking it onto your gear.

If nothing shows up under /iteminfo, it is an intentional blank base book meant for the custom enchant system. You can open up the interface for it by typing /enchanter (or /ce) in chat.
