Illegal Spawner?

Hey guys, there's a player name abewafeev who has the wither spawner and built a farm out of it. I don't know if the spawner is illegal or not. Heres proof

Enderdragon spawner, wither spawners are illegal you can't obtain it from shop but due to a bug it was available everywhere so people bought lots of them and started to sell. As OPSB is broken af none cares about what spawners are people selling, just wait for a reset.
