Unfortunately there is no way to get your keys back unless
1. He decides to finally trade and give you the keys
2. Someone kind offers you some
But I'm sure if you report him on the forums with the right amount of evidence there would possibly be a Punishment. The punishment should be scamming.

But my tip for you in the future is to never trade anyone keys from one server to get keys on another unless it is your best friend
