Can only place 1 water bucket?

Hi guys, Why can I only place one water bucket, then I have to log out and wait for a few hours, log back in a place another and then have to wait again? Im confused?!?!

op factions is version 1.7/1.8 but for some reason water and lava placement only works on 1.7.10

Everything works fine for me, i play on 1.8.9 (not sure that makes a difference)

it works fine in op faction 1

You have to punch and place the water if you want to place more than 1, should work fine if you do that
